If using elastic or rubber hair ties then yes it can cut blood supply to the ear flaps and cause discomfort but I think cloth scrunchies tied loosely for super short periods of time are fine.
3 weeks is not enough time for dogs to adjust to a new environment, its just fact. It takes on average 3 weeks for a dog to settle into a new environment, by week 3 they had already abandoned the harder to rehome of the two, that is not multiple attempts at all and if they did, thats flooding. My point is that article isn't truthful and they are bad people.
They lie so much in this article, saying the decision to split wasn't taken lightly, 3 weeks they had those dogs when they gave the blind one back! Disgusting people shouldn't have been allowed either dog. It takes a very long time for newly rehomed dogs to settle in, takes longer when they have a disability and are elderly. These people didn't have good intentions, they just jumped on a cute story and wanted to be the heroes until they couldn't cope.
I have an idea for what to do with sex offenders, I'll explain. Abolish all animal testing, I hate that its even still a practice and will not support any products that test on animals, anyway back to my point, the sex offenders in prisons are perfect candidates for these tests. Testing on these sub humans will yield more accurate results and using them will save the lives of countless lab animals, this is the least they can do for the horrible acts they committed against vulnerable people.
As someone who suffers with multiple mental illnesses and has been off meds due to trauma reasons at one period the one thing I didn't ever hurt was my dog, she is my lifeline and hearing that little puppy cry just broke my heart, poor baby sounded seriously injured :(

I've heard about this, someone made a YouTube video on it but I cant remember who now, I'll have a look and find the link, but yeah there's a whole sub-genre on YouTube dedicated to these monkey killing videos, its barbaric and disgusting.

This doesn't mean they deserve to die in such a barbaric way. Call the experts to handle the dogs, police just copying their american brothers and becoming trigger happy the first chance they get, its disgusting.
