To clarify, you can always get into uni regardless of income and the debt won't be an issue. You can't get into that school without money.
I think the difference here is a) UK based so tuition isn't real debt, and b) his scholarship was for a pre-uni school which don't have that
Is a fairly decent rate, somewhere just above inflation, but if you are below that you never have to pay it and it's cancelled after 30yrs
Another way to look at it is if your university education doesn't result in you getting a better job then you won't be punished for that.
It's not incentivising being poor, if you earn more money you still earn more money even with paying back. It's a means based tax.
