I found this out because I had thought it was just lvl 80 and nothing happened so I went to lvl 90 and nothing still until I downloaded dlc.
Maybe I Skyrimmed wrong, but in my experience the Ebony Warrior only pops up with a dlc (dragonborn I think?).

Actually I think they are stating the number of total medals by the top 3 "countries" (in their mind). Russia was 4th in the standings
Well at that rate; 558 US athletes times 7 would be 3906 EU athletes. You still wouldn't consider 3348 more athletes a "fuckton" more?
