Officers need to take advantage of light PR opportunities. Building rapport with event goers was more beneficial than making an arrest.
Underage drinking doesn't have to end in an arrest. In this setting, hauling off all guilty individuals wouldn't be practical.
Why doesn't the officer ever get credit when things go down like this? He's just a relaxed, pragmatic dude and that's all there is to it.
Keep in mind, in addition to eyewitness accounts, additional supporting evidence is examined before the court reaches a verdict.
