Probably because screen diagonal is measured in inches, even in metric-using countries. E.g. "my laptop is a 15-inch and weighs 2.5kg"

a good HDTV is 20ms, a good screen is 10ms. So it's only 10ms difference, whereas the steam link is 1-25ms depending on how good your PC is
