I see, pretty much all joints that are going to be bent should have atleast 3 loops, that's what I do do anyway.
Also, there's some funny business with the smoothing on the back of the skirt, check if the vertics are welded or whatnot
Looks nice for low poly piece. I would how ever add a extra loop or two around the elbow, so that it bends nicely when animated.
