The pulses were a directional indicator, with speed increasing/decreasing based on orientation.
We're you watching the pulses for the direction? I was able to track down specific pokemon reliably with that method.
It also prevents you from selecting a pokemon to track, which you could use to zero in on nearby pokemon regardless of the bug.
I've been biking and I had this question as well. It registers as long as you don't go too fast. 20 KPH sounds about right.
