Hah that's fair enough, it is a bethesda game after all.
No, all it disables is instant healing, so all healing items regen health over time instead of immediately.
A lot of the top tier survival crafted foods were better than stimpaks, on hardcore mode. So I liked the skill for that reason mainly.
I'm not really sure why such a simple image made me laugh so much
