Turnout was lower than 2020 and the lack of turnout skewed leftward because of a sophisticated campaign by right-wingers to make left-wingers not vote, amongst other things. "Where it mattered" is a BS qualifier. Harris lost. There was a massive campaign to convince left-leaning people not to vote for her. Harris literally got millions less votes than Biden.
