Agreed. good point. That being said, agricultural use of water is a huge suck. Poor management can lead to disaster (ex. The Dust Bowl)
Yes and no. The state isn't giving away water to Nestle for free ($200 permit), but to charge a straight fee makes little sense.
The problem is a corporation will draw more water than a resident ever will. So it's different.
