Gandolph the Grey wore rough, drab-colored everyday robes and a wide brimmed hat because when he wandered Middle Earth he could alternately escape notice or fit in with the humblest of company. Gandolph the White returned with a great purpose. One that would require others to recognize and instantly follow. Nothing is at all inconspicuous about wearing all white on a white horse with your white flowing locks in Middle Earth.

I think I would disagree. They were a lawful city-state with strict codes of justice and warfare.
Personal reasons may come from her lived experience. She could have had a partner that struggled with substance abuse & spent their savings.
