My comment is from my work of 4 years as classification analyst of sex offenders in my state as well as out of state transfers for registry.

Rapists on average don't spend more than 5 years in prison unless it was a repeat crime or super violent
Sex Offender Registry person here: this happens everyday all over the United States. Not unheard of for child molesters to get probation.
Airlines should really look into accommodating pets without putting them with cargo. So many get injured or die in those conditions.
