This isn't completely true as this used to be the case. Been in FL construction for 14 years. Current code does not require exterior doors to open outwards any longer, they may open inward as well due to hurricane shutter code changes. ANY new construction home is required by code to have full hurricane shutters for all exterior windows and doors. This negates the need for outward opening doors.
