The end of a rail doesnt mean it isnt used. It could be a spur, backtrack, shoptrack or a wye.
Maybe this is old equipment or something European but it's not how it's done today.
He probably doesnt. I've never seen what looks like a loop he hooks but it's likely just a stunt.
Look at the head of the rail. It's got a shine to it. If it wasnt used it'd be rusted in a very short amount of time. Those rails are used.
The train doesnt give a fuck road or no road. On the tracks or near the tracks is trespassing.
