They tried this on me at a hotel once. Mount Olympus in the Dells. After about 45 minutes the manager came and refunded my money.
Model the initial section, scale that profile down in a pattern. Swept blend of the sections.
The skin keeps the water out of the middle part. Also, it barely floats.
