Well sure, keep in mind that overclocking 1070 IMO, is not as power consuming as overclocking the CPU, so 550W should be enough
Also if it's only for gaming, consider an Intel with higher clock and less cores, i5-7600k or i7-7700k (these two need a cooler)

I didn't realize it was m.2, if it's nvme you could get a normal(sata) ssd for a really lower price, nvme is really overkill for games
3 ssd/hhd impact only on loading times, so an SSD is not really necessary, you might need only 500 GB , but that's up to you and the budget
2 the stock cooler coming with Ryzen non X is more than enough, even if you plan on overclocking, so you can drop the cooler
