The molars don't match Arvicolinae (voles/muskrat), which have prismatic cusps in the shape of alternating triangles. Ground hog?

Groundhog (Marmota monax) skull, muskrat has zigzaggy molars, and beaver doesn't have the flatten top skull in groundhog (google image)
