This is in Wisconsin. Idk if its legal or not, but during the festival this weekend it was accepted.
Ah i knew it from the picture. This is my backyard. What a terrible weekend, but now that Monday has come, the village IQ is on the rise.
It is actually a double spiral, and when you use a spiral staircase you tend to reach somewhat upward for the rail. This appears to work.
We could use more people like you OP. Thanks for the story and the inspiration!!

Which is different from a building permit. The two are not the same, but you seem to be using them as such.
Building code typically regulates the type of occupancy, construction methods and ratings, accessibility, area, exiting req's and so on. 2/
