I'll plead the 5th as to whether or not I've ever hit the fun governor on an empty highway in the dead of night with this one.
Well here's a blast from the past! Back in 2015 I would have never Guessed I would own a 5.0 Mustang some day.

Great idea, but how to you plan to actually enact it under our current system? Our problem is not a lack of great ideas for alternatives.
Neutral is an acceptable place to go if you're not sure what gear you need yet.
Floor both the clutch and brake, assuming that killing speed is urgent. Figure out the what gear matches your new speed and go there.

That is one concern, yes. They've built and tested sturdy tanks, but we haven't seen real world hydrogen vehicle collisions yet.
To fit 5kg (300 miles of range) of hydrogen into the tank, you have to compress it to 10,000 psi. It's a volume issue.
That's a small price to pay as far as the military is concerned. They have different needs and priorities than most people.
Being loud in an operation is dangerous too. It can get you noticed and shot. Everything is a trade-off.
And hydrogen evaporates pretty quickly when it leaks. The real potential danger is the pressure that it's stored at.
The tank they use is much more durable than a gasoline tank, if nothing else. Gasoline isn't exactly the safest thing either.

Fuel cells for military vehicles, on the other hand, may very well happen.
It's for the military. That means it doesn't have to be cheap. Hydrogen vehicles do have real potential advantages in military applications.
Good thing we aren't currently powering our vehicles with a highly explosive fuel...
The high cost of making hydrogen doesn't much matter when you've got a budget like theirs.
Get a schedule. Find a couple month long workout routine and program the schedule into your phone. Schedules make things easier
