Yes when you start yelling at people sometimes they tend to panic hence delay, still did not even attempt to resist arrest. 1/2
Peacefully and demand they get down on the ground instead of talking it out? Yeah sounds perfectly reasonable response to me mate 3/3
Appropriate response is for the police to turn up and start shouting and pointing guns at the parents, whom are acting perfectly 2/?
The police responded to a call about a $1 item, which was probably picked up by the kid without the parents knowing and so the 1/2
