Whenever someone posts these kind of water features there’s always a bunch of people that point out that they are bad because frogs get stuck in them.

I imagine it gets drained and cleaned very regularly. These "above water" type installations cause a lot of problems for smaller critters like frogs because they get confused and can't find their way out but this looks like a zoo of some kind. They're also a breeding ground for algae, bacteria, and stuff because they get loads more sunlight.

Does the seal swimming up into the loop add to the weight of the loop? Given we know a boat already in water doesnt add any extra weight to a scale under water... but this loop is above the overall water level...

Depends on the buoyancy of the seal I guess ie if it displaces more than its own mass in water or not. Seals look like they are neutrally buoyant given how graceful they look underwater but I expect they'd have slightly positive buoyancy - they'd slowly float to the surface if they stayed completely still. That means the water they displace is slightly heavier than the seal and therefore the loop is slightly less massive when the seal is in there.

You're welcome, I caution however that it was only a guess. Physics is notoriously counter intuitive, as once demonstrated by the New York Times in the 1920's when an editorial stated that rockets can't work in space because there is 'nothing to push against' (later retracted when physicists corrected them).
