These gerrymandering initiatives aren't as simple as rigging the election, Trump has a specific reason to not want midterms to happen, he'll lose majority in the House and Senate, and Democrats are going to turn out for midterms and '28. They did in 2018, and in 2020, so we'll probably see more of the same.

Every president is given a budget to redecorate the Oval Office and any staff offices they feel need it, it's one of the 'perks' of the job to redesign things to suit your own aesthetic.
