(and yea, they bring repairmen in by helicopter.. they usually build these things with helicopters too I think... There's often no other way to get materials up the hill

More complex versions unhook from the main line and go more slowly for getting on and off but this is old/cheap. They will only stop in an emergency generally.
Yeah lifts like that don't stop unless there's an emergency. They do some clever stuff with pulleys to slow them down at either end but yeah, unless someone's actively in danger they keep running
Yeah, there's the one in Pic de Bure that fell twice (with people in it), the one in Gran Sasso with a single flat seat and nothing to hold you or your feet, the one in Lelex that was just a platform you stood on in 6 people while holding the bar with one hand and your skis with the other... Well, that was when I was a kid, they've all been replaced now, but the early days of cable cars were wild in terms of 'security'.
