When we played frisbee with my old dog, she'd choose a person to throw it and slam her foot down on the frisbee in front of you. If the wrong person picked it up, she'd steal it back and slam it down in front of the chosen person again. YOU must throw the frisbee. She'd make sure everyone threw it, including people she didn't like as much.

They do. Usually to pawn a dodgy website link and act like a normal human being that used it. In some other instances, you also see it being used for more right leaning stuff.
There's a few markers I use. I guess being autistic and working in automation software helps. The comments are honestly the biggest give away. If I'm not super certain I'll use wording along the lines of: "This may be a bot". The most notable evidence is that the bots never respond to what I say. To be fair, mods/support also never react to what I say. So maybe they too are bots...
I wouldn't be surprised if imgur has mainly automated moderation. Their inconsistent adjudication definitely seems just nonsensical enough to be a poor ML attempt.
Or, and hear me out, maybe the mods have just realized the truth, which is that nobody cares about bots on imgur or reddit who are just collecting fake internet points. I think you have a great talent, but I wish you'd do something good with it, like detecting Russian disinformation bots, or scammers who are actually hurting people. People come to imgur for a bit of entertainment and you're standing in the way of it to the benefit of nobody except possibly your own fake point balance.

Then those accounts get sold off in bulk, either for a set price or to the highest bidder. After the bots find their new owners, they're used for the nasty stuff. Spreading misinformation or vote manipulation.
So the commenter you replied to is doing what you're asking them to do.
so what do you think bot accounts with farmed karma are for? theyre definitely not posting thigh high thursday content, thats for sure. for me personally bots dont provide the entertainment i seek, original posters do. So im glad they get called out even if its a futile effort.
