A more serious reply - it seems like there are several "modes" where each key operates differently. Only Shift retains its function.

Correct, the top right button switches them, all letter keys triple duty as two letters and a number (which can been seen on each key)

I suspect it's meant to be used for gaming where you don't want to take up a lot of desk space. WASD for movement, space for jump, etc.

Technically 9 buttons, the joy stick itself can (in the min. setup) move in 8 different directions

Well if you want to get technical many joysticks from then used four buttons for direction, with two being pressed at once for diagonals.
