Ehhh, not exactly. But they'd fill to the same level. 3 will have to rise to the level of its own inlet before 4 gets wet.

And after 3 reaches its inlet again they'd both keep filling at the same time until both are full (at the same time)

3rd fills up to the 4ths inlet, 4th then begins to fill to it's own inlet, then finally as i said they 3rd and 4th fill at the same time.
