It was a wheel ball bearing shaft ignition switch that failed- I would know because I know nothing about how escalators work

Torque sheared the drive shaft most likely. Belts get inspected and changed out regularly. Spotting metal fatigue is harder to do.

It should have! Escalators have lots of safety measures. Being in HongKong, the brake should act after 1/12 free rotation of the drive gear.
