They shave and apply another layer of water that freezes smooth. So you were right, just missing part of it.

If you get in the ice right after, don’t fall, you get all wet. It takes a few minutes to fully freeze.

That is also to keep the ice between 3/4 and 1 1/2 inches think on a rink. It tends to chip really easily if it is too thick.

A Zamboni weights about 9000 lb. Dunno if that's a good idea to use it on a natural ice short of ice road strength. That limits it's use.
