There was a specific new division of police that enforced the blackout called the War Reserve Constable. There were 17000 they dealt with
enforcing the blackout, helping people get to bunkers when needed, stopping the black market, and finding deserting soldiers.
Civilian Air Raid Precautions (ARPs) also helped enforce the blackout. But 925000 fines were issued for refusing to comply, so...yeah.
