Im speculating but I think EA blames the Motive mgmt team for the fiasco that was Andromeda and is trying to keep as many devs as possible.

Bioware Montreal (the ones responsible for ME:Andromeda) were. Well they were absorbed in EA Motive which is the same fate really.

IIRC, none in Bioware Montreal had ever made a full game directly before. Just assisted other studios, or did DLC or things like that.
