It takes extensive conditioning for trained soldiers to be able to kill someone, and many of them still don't make it out without serious trauma from doing so.
So asking teachers and cashiers and mechanics to end someone's life, especially when it means they're essentially forfeiting their own...it's why people aren't.
What i wonder is what will gangs do when their people start getting taken? They are more likely to start doing this than anyone seeing as some have probably killed for less. Is it fear they will be targeted by a much larger group of cops/nazis or what?
