The United States scale is steady at a 3.7 due to the virus spreading while states are re-opening. A level 4 and above is reserved from when the situation in Texas/Arizona spreads (extreme strain on hospital capacity.) If your state is experiencing 100% hospital capacity, consider that a level 4.

The previously high number was due to protests in every single state. The number/severity of the protests/riots has dropped. That said, if the virus continues on its current course, it wouldn't surprise me to have the entire U.S. at a 4 for some time.

International/Rest of the world: 0.5-3/5
