Might be like with moose, if the general population goes down a lot they twin births start becoming more common as well

I'd assume it's more like cows. In the wild, they basically never have twins because they'd never be able to feed/protect both of them to adulthood. But in a managed setting (farm/ranch) they don't have to worry about such things. Since elephants are endangered, this is probably on a nature reserve where they have regular interaction with the reserve wardens (stop poachers) and conservation vets (protect species).

This is an excellent guess. My thought was that it's like humans, who tend to have a greater chance of twins as the mother gets older. Also there is a genetic factor and if the twin bearing mothers are all related, it would make sense.
