"Not inspirational" is code for "too expensive". A 22 year old inexperienced guy will cost a whole lot less than a 50 year old who knows what he's doing. And the guy who knows what he's doing will make suggestions to improve safety that will cost even more money. The inexperienced guy won't make costly suggestions.
"Aren't inspirational" translates to "costs more because of their proven expertise, aren't easy to push around, and won't tell me what I want to hear". Hardly a coincidence that those latter traits are EXACTLY what one should want in a crew and staff.

The Trick is to have for every ten fresh out of school engineers one 50 year old Engineer which job is to audit the ideas and do the testing with the fresh ones. So the fresh ones gain fast experience and the failure rate is low. And that guy, which does the Idea audit and testing at oceangate... got fired in 2018.
The guys who really hate architects are the guys who have to put those "innovative ideas" together. The number of times plans say to put a bolt in a place you cannot turn a wrench or socket is rather staggering. You have drag out the engineer and show him why it isn't possible, then wait for him to figure out how to alter the design so it won't fall apart at the end.
