All one-way mirrors depend on one side being darker than the other. At night, they either don't work or they work in reverse.

There are liquid window treatments like 3M's Scotchkote 605, but none that I'm aware of that are so effectively mirrored. 605 looks frosted.

It's a film, but the liquid is not for effect. It isn't a goop, it's a bubble of water and soap between the film being applied and the glass

Just guessing, but that's the installation of the plastic sheet. A liquid is applied so it can, like, be on there but not fully applied. This allows for less bubbles to be in the final product.

The closer something is to the inside of a tinted window, the easier it is for the light to reach your eyes. As they get farther, the reflective light from outside overtakes it. Always a balance of exterior vs interior brightness. Very nifty.
