It could be something else, yes. But Russia has a track record of using Phosphorus Ammo. Syria for example. For effects, scroll down on wiki

So it seems to me that slowly falling shining chunks aren't very efficient weapon. Cruel, yes. Maybe the initial explosion hurls it faster.
