As much as I hate the cost, this is the benefit of banks requiring house surveys for mortgages in the uk.

Ours required a chartered surveyor before any agreement was made. Too many people tried to cheap out, and the report was rejected.

If he isn't licensed for electrician work, he opens himself up for liability if he did hook it up for you.
