I own/run an ancient web game called Imperial Conflict. The players get pretty angry, so I made this to make myself feel less insane.

The name is Imperial Conflict. 20 years is about right, we launched in 2000. It might just be the same game you're thinking about.

It's a flaw in the battle logic. It required a non-trivial change to fix, so some players who reported it are now upset with the results.

It can be a bit complicated, but making it friendlier to newbies is a huge dev focus atm. We have a training galaxy with mentors to help.
