Commonly people seem to think it means disastrous levels of damage, which annoys people who know it means EXACTLY 10% destruction (or population death).
Those annoyed people are both right and wrong - people do erroneously use the word to mean more than 10% destruction but 10% destruction is much more than they're realising. If you killed one tenth of people (say 35 million U.S citizens) how does that compare to the recent Covid pandemic (and it's million)? It's quite a devastating amount.

It USED to mean only 1 out of 10, but it's had the additional meaning for a long, long time. People get hung up on decimate, but don't harp on how the word stew used to mean whorehouse.
