My understanding is that it was a private dam. Company will probably have to pay, but legal process will take time and they have bills now.

You can choose to buy flood insurance if you choose to buy a house on a lake that depends on a dam. It's super expensive. 1/2

In theory, yes they should. But in my experience, they just build it and eventually leave it to someone else to maintain because its $$$
