I've seen a couple burials at sea, I'm in the Navy. They add weights to the casket to help weigh it down so it sinks.

The Royal Navy in the U.K. has a similar scheme for committing ashes to the sea. My dad’s off the coast of Portsmouth thanks to this.

Legal here in New Zealand too. Need special permission though and must be in one of the approved sites, mostly old ammo dumps.

That’s also how we do the ceremony on submarines. We surface for the ceremony or some of the old guys want shot out of the torpedo tubes.
