Comment/question about Navy's O7. I believe it's Read Admiral (Lower Half) and Commodore is almost a title or billet correct?

Yes. 2 rear admirals. Lower, then upper. Commodore is used during wartime and is above captain. Highest rank on field. (Or sea in navy case)

Commodore ("Commode Door") is also the positional title for a Squadron Commander.

consult with the senior enlisted. The junior officers have a senior enlisted assigned directly under them that run the unit and mentor them.
