The difference is usually that in a residence, and some workplaces, the bathroom/restroom is single-person, with a locakable door. I frequent a pizza place with a single-person restroom, and everyone uses it and it's fine. It's when multiple people are in the room at once it become a concern. I was at a concert venue recently that had relabeled both restrooms "All genders," but had icons signifying if the restroom had toilers and/or urinals.
