Absolutely, this is a solved problem. One method is to put a laser line or two (thanks to modern LED you can actually do this in a safe way) on the ground and look at the reflection of that line with multiple camera's. But that will add 10k to the budget and doesn't look as good for the sales team. Decisions were made...

What scares me about this thing is that it clearly has sensors and logic to detect it has just hit something, as demonstrated by the emergency brake... but it just drives off again after just a few seconds.

Like, imagine one of these runs you over, you get stuck in the undercarriage, some overworked, underpaid operator somewhere looks at their screen and sees that the vehicle is stopped but there's nothing visible on the front camera... so they hit "resume" to keep their metrics looking good.

This just mirrors how Chinese drivers behave. Since you are responsible for paying medical bills of people you run over with your car (or if you're just nearby, since courts aren't exactly fair over there) and since the insurance rate is low, drivers are speeding away more often than not. There are horrific videos from China of people running over children, the children lying on the road injured and absolutely nobody is doing anything, neither other drivers nor nearby pedestrians. It's horrible.

Most of those high speed rail lines are unused, the trains running empty, to the point that they aren't publishing usage statistics anymore (just like youth unemployment rates, which are a state secret now). Also, building things just to say you have built things is extremely environmentally harmful. Concrete production is incredibly environmentally harmful. If they were actually serious about climate change beyond fake numbers, they would reduce its usage.
