What is his goal here. I just don't get it. Most of the people in Congress who deal with the budget know that running a surplus or reducing the defecit come at the cost of the economy. It's better manage the debt and defecit has a percent of GDP rather than a dollar figure target.

He ran a surplus from 98 to 01. We had a recession in 01. You can run a surplus when you low unemployment but if your not careful you can cause a recession which Clinton did. However, running a deficit is good when you have unemployment but can cause inflation if you're not careful. It's all a balancing act. One that the actual debt doesn't play a role in. Just how fast we add or reduce debt.

Yes. The govt only needs to run deficits on top of massive debt when the economy isn’t doing well. Modest debt is quite a bit different from 600 billion annually in finance cost. Not that I am opposed to raising the debt ceiling, we shouldn’t even have one.

Clinton oversaw a surplus from 1998-2001. (Bush took over in Jan 2001, but the 2001 budget was enacted by Clinton.) All of Bush's budgets were deficits. But I get what you're saying. I'm surprised there's a dip from '05-07. With ongoing wars in Afghanistan and Iraq, I would have expected it to go up every year.
