Usually the fees have to do with overtime the local PD has to put in that the campaign is responsible for. Other politicians pay up. Trump: the only time he stiffs is when it comes to his debts. And then and only then, he stiffs big.

He is used to getting the schools to send kids over. He recently stated the administration would not send the students or they would have had 500 more, maybe even 1000 more (ugh). I think that happened here too, except the has kids would not go. The news showed a tone of middle, and grade school age kids in the arena, and it definitely was not full. Did not pay the bill, so this time when he came it was across the state line.
