Sat next to a girl on a flight and her job was to “floof” the cows up like this and take its “glamour photo”. Mostly used for farmers that are sending the cow off to an auction or show.
She showed me a lot of photos like this, made me appreciate how adorable cows are
For those show cows and steers they house them in air-conditioned barns with very cold air. It brings in their winter coat real thick and helps stop shedding. Cost serious bucks to raise a top show animal.
I’ve been learning about carding and spinning yarn recently, and I think the answer is “yes” but it likely won’t hold up because of the fiber quality. It’s likely why silk is so expensive; they’re long fibers and they’re super strong. I bet if you wanted to make something for novelty’s sake then it would withstand display (but not actively wearing and washing).
wool is a much more crimp-y fiber, so the individual fibers catch and lock into the bends of each other, allowing it to make a solid material (felt) in a way that most other hair can't

Is this a specific breed? Show Cows? I know there are US Fairs and Shows, even Pageants that seem weird to normal people. 4H and such.

all cows look like this after a shampoo and blow dry
LiloPleo
Not really, theres are stacks of short haired breeds that just don’t have enough hair to get fuzzy like that.
RainbowFlerken
How often do cows get baths and blow dries?

MithridateEupator
You could if it was wool, but it's fur.
Feralkyn
This is just a blow-dried cow, so it's leather/coarse fur
