The problem is a lack of interest/internal politics. There's been about 5-ish attempts to make HL3 a thing, but Valve can't agree on it.

The former lead writer leaked what he wanted for Ep 3 (which was frankly a more garbage cliffhanger). Last big HL3 push was in 2013-2015.
