Europe already does back up Ukraine with everything, and has been for a long time. More than the US, actually.
It's just that Ukraine needs more than what Europe gives. Probably: more than Europe CAN give. We don't have all the things that go boom in the quantities the largest military budget in the world buys you.

A thin hope that the deal will make USA help some. Longer part is that it's a mutual partnership by now that both will get money from. Also it will take so long to start it up that Trump won't be president by that time and the hope probably is that a new president will just cancel the deal.
