Seems like a projected overlay on glass/plastic lens. As in, when headlights are on you see headlights when headlight LED is off the image projection Can be seen. Likely admitted from a separate light source than actual headlights. Hopefully

So replacing the "running lights" with screens that show eyes? Legality aside, not sure it's a great idea to replace those unless you plan on driving with full headlights in lower, but still light conditions like light fog, daylight rain, etc...

I think the only laws are on colour. So they'd have to be orange or white but I doubt there is an actual law on the books banning heavily stylized marker lights as a concept

Hah i'm from germany, nothing loike this is legal here :) On the plus side, every two years your car is checked by TÜV and any illegal modifications they find or stuff that is dangerous to drive will be the end of your driving time until fixed.

Pretty sure you cannot have red, blue or green lights on the front of any car. I believe those are reserved for emergency and city vehicles, only in the front.

A lot of jurisdictions don't allow headlights of any colors outside of white and incandescent amber. Not only can they be distracting, but they don't provide detailed enough illumination at night or in adverse conditions.

Nope. Most headlight color kits are not. Only white and amber are allowed on the front of a car. All those colored rights are not lawful. Underbody glow is not legal while driving. Only while parked. Thank goodness Texas is doing away with safety inspections to only do emissions so this crap can slide along with people driving all those junkers.

Accountability for inspections was hardly enforced. I did inspections here in Texas for 3 years and was "secretly" audited (spotted the dude from a mile away) exactly one time. I could have passed out thousands of inspection stickers where all I did was input the data without completing the physical steps. Pissed a lot of people off who were used to "tipping" their way into a passing inspection.
